Scarborough Downs Director of Operations Stephen
Cobbett issued a statement to all drivers on
April 20 banning one handed whipping. The memo
was addressed to all drivers and stated :
"Effective April 27, 2012, all drivers shall
keep a rein in each both hands from the start of
the race thru the finish of the race. Failure to
comply with the policy will result in the
following action, 1st offense written warning,
2nd offense $500 fine, 3rd offense 5 days
suspension from driving or such penalty as the
track may impose."
The policy differs from Maine State Harness
Racing Rules that state that drivers must keep a
rein in each hand until the 7/8ths pole.
